Jimmy can be evil when he wants to be. Such as framing the Ed's for things they didn't do (sticking a hockey stick through a heart, tying Johnny up, wiping off planks mouth and using the Kankers). I guess when Dan made this series, I’m guessing he decided to bring out the message that growing up sucks because you have to go through puberty and also a lot of dumb shit that comes with it
