Where you get the materials to create them

What is that blue thing hovering over your head?

Feels like these are meant to trivialize a specific boss or something. The materials are too rare to use it frequently.

Kind of sucks that these items are so hard to attain, but are used up in one or two moments . Kind of a waste of time gathering all these hard-to-get materials for such a brief moment of use.

What the heck is floating above your head??
