Prussian Blue has been made by chemists for 300 hundred years. For more information on its history, see webexhibits.org.... In this experiment, K4[Fe(II)(CN)6] reacts with Fe(III)Cl3 in solution to give insoluble Prussian Blue on the electrode. The approximately 100 nm thick layer exhibits visible electrochromism, and the coating on the glass changes color with applied voltage.

Yes, it is not very complicated, of course you do need the component chemicals, which are considered safe. You should not combine acids with the reagents as this would release a toxic compound
