Actually, this is how languages develops, and because English is spoken by so many people in so many countries, it's expected that words and phrases change, and that new words and phrases will show up in a short period of time. So a good dictionary does not stay the same for many years, it changes with the language.
Ellen is 100% correct. The language hasn't been devolving. The dictionaries have. Some of the stuff they publish are a total joke. Merriam Webster used to be the best. Hopefully, there will be a new more credible dictionary available that people can trust.
Dictionaries don't create or authorize words; they merely report them. If people have been using the word "literally" in a particular way, and that way seems to be pretty well established, then a good dictionary should report the new usage. That's literally what dictionaries are for!

English is a living language, words change meaning, new words appear, old words disappear, it's all about people expressing themselves. There's no problem with that. It's not like it prevents you from expressing anything, you still can, it just gives you more freedom, which is good.
