Two things, first, ATF would have been prosecuting the individual that provided the explosives, (licensed demo contractor), if they knowingly allowed a group of people to stand that close to 300 sticks of dynamite when detonated. Secondly, the "fireball" and black smoke. Dynamite "detonates" that explosion was a "deflagration", or very rapid combustion as in Amfo. A deflagration takes place at a velocity below the speed of sound, whereas a detonation has a velocity that is supersonic. The Shockwave from a detonation can induce fatal injuries within close proximity. Also, compounds that detonate thoroughly change their chemical composition when detonated leaving no unburned chemicals in the form of black smoke. However, compounds that deflagrate like Amfo, will leave traces of unburned chemicals in the form of thick black smoke. There may have been a stick or two of dynamite to initiate the explosion, but no where near 300 sticks of dynamite. Lastly, if you notice how the roof went up as well as the walls, much like a "shaped charge", that charge was planned to direct its energy upward. 300 sticks of dynamite would have created a spherical shock wave that would have been harder to direct predominantly upward.

Look him up on youtube, look up “Taylor Enterprises logo bloopers”. He uses this when a character breaks the 4th wall
