They play a sneaky game with the English language when they make claims and print headlines such as such and such "may" lead to such and such. They don't say will, must, would, or any other more definitive word. They just assume that people will not realize that the headline could just as easily read such and such may not lead to such and such. It would have the same level of accuracy or truth but it is not as effective at manipulating public opinion.
