Enough About What I Do in Brazil, Let's Move On | Why I Pick Fortaleza Over Rio De Janeiro 

My 2 cents - and remember that this is personal, of course; I lived for a long time in Rio and still spend a good amount of time there yearly. At the same time, I stayed in Fortaleza for several months a few times. In Rio, Ipanema, Leblon, etc. offer much more to do, better and more restaurants, bars, etc., all easy to reach and walkable & perfectly safe if you don't act stupid. Ipanema & leblon offer plenty of quiet places to live, with nice one way streets (very green). Women look better, too ;) - but again, this is personal. The same goes for shopping if you like decent brands. On the other hand, in Fortaleza, you have new apartments at low prices. Rio will cost you more, and for new buildings, you'd have to go to Barra & Recereio (like Billy mentioned). Rio's life, if you want a decent live, will probably cost you x2 - x2.5 times Fortaleza, but then also offers much higher quality in terms of restaurants, bars, shops. Both are amazing.

I don't know RJ, I watch "walking tour" videos from RU-vidrs, I could easily see that the buildings in RJ are mostly from the 50s-80s, while those in Fortaleza are mostly from the 80s-current. Another visible detail is that the "calçadão da orla" on Fortaleza's waterfront is much wider than that of other capitals. This is a fact.

If i was a foreigner that wants "big city vibes" id go for São Paulo instead, they have everything a developed country has, the downside is that there's no beach, and in winter it gets cold

I’ve lived in both places. You cannot trust people in Rio whatsoever, especially the women they will stab you in the back when you least expect it, much like ppl from LA. In Fortaleza ppl are friendlier and more trustworthy.
