In the very first year of my business journey, I had to pay 700 Rs. / Day basis penalty because my high costing accounting firm forgot to file a form which is 5 minute job. Govt. just wants money from businesses and taxpayers and give it as subsidy to non deserving candidates, building bridges which will collapse and pay salaries to govt. employees who don't even visit the office.
