The horizontal lines are due to the fluorescent lighting. Some cameras have an option within the settings for antiflicker, but the lighting is the culprit.
To add a bit more detail to this, the fluorescent lights are flickering really quickly (as opposed to other lights that do not flicker and are constant). We don't preceive the flicker with our naked eye, but cameras do, since video is a series of still images several times a second (typically 30 or 60 for North America). Since the camera and the lights are not flickering at the same frequency, different amonts of light are captured each frame. If your camera has an anti-flicker setting, this can help. Some cameras let you manually adjust the frequency to match the lighting's frequency. This setting can also be helpful when a tv or monitor is in the shot, as similar lines can occur.

This video just popped up in my feed, to answer your question about the black lines in the bathroom, this is caused by the lights (normally LED which flicker at very high speeds) the speed being the same or close to the refresh rate of the camera/lens,, think that video of the humming bird flapping up the cameral but it just looks like the bird is floating in the air or helicopter blades that stay completely still but the helicopter is clearly flying. This can often be fixed/tweaked in the camera settings.. hope this helps!

Not sure if anyone has answered the question about the black lines in the video when you turn the bathroom lights on. Here are some suggestions about that. The lights are flickering at 60Hz, as this is the frequency of the mains electricity supply in the USA. This flickering is too fast for you to see, but in some cases it can show up in videos. Certain kinds of lights flicker and others don't. Fluorescent lights flicker. Some LED lights flicker depending on the controller. There are other technologies some of which also flicker. The camera you used automatically adjusted the camera settings when you turned the lights on inorder that the brightness of the video was OK. The exposure time of each frame was sufficiently small that the flickering showed up. Increasing the frame exposure time, and reducing the sensor sensitivity (i.e. gain, called ISO by photographers) would prevent the black lines from showing up whilst maintaining the brightness. Alternatively, increasing the frame exposure time and reducing the lens apature (if possible, depending on the camera) would also work. It is not really relevant, but the way the black lines move down the screen from frame to frame suggests the camera has a rolling shutter, rather than a global shutter.
