The leather on the muzzle is for comfort so that the metal isn't directly on the dog. Muzzles, despite the stigma, don't automatically mean a dog is dangerous or aggressive. Lots of dogs (including my own) wear muzzles because they can't control their eating habits, such as with poop or garbage, or they live in a place where dangerous things are accessible for a dog, like plants or poison. My dog has an obsessive-compulsive eating disorder. That said, it's best to ignore a dog that wears a muzzle since you don't know why it wears one.
