If you increase the length of the tie rods you can get more steering angle on the outside wheel but you will have less Ackermann. Shorter tie rods will do the opposite. I am only discussing steering ackerman that is why there is no mention of slip angles for the rear tires. You are correct though the rear tires must have a slip angle otherwise they would generate zero grip.
Not to my knowledge. There is lots of info out there on Ackerman angles but since this is a dynamic property the only way I know of is to calculate the inside/outside wheel steering angles for any position is to use the actual geometry.
