Special Branch? A few thugs found dead near the garbage dumpsters every day would get the word out very quickly that this estate is not a "healthy" place to hang about, eh wot?
Just laundry rooms, but with the building under complete, stripped-to-the-structure reno, those rooms are probably either full of hazmat (asbestos) waste, awaiting proper disposal, OR... workman's tools and other equipment they don't want "nicked" by urban "yutes". :D

One time i accualy managed to get the floors out of sync by a safetybreak on an ecodisc! What happened was that the lift went to the floor above the lowest floor and it thought that it was the lowest floor. Then when it realized the limit switch wasn't pressed the indicator went blank and it went down to the lowest floor. Once it got there the indicator came back on and everything was normal after that.
these 1 up 1 down type brutal flats usually have communual areas every other floor for things like storage sheds and washing lines. floors 10 and 22 were probably conference rooms - a thing of the 60's
"Secret" floors 10 & 22 were coin laundry rooms for the residents. The club/conference rooms were on floors 2 & 3, in the "bulge" just above lobby. In the 1960s, "conference" rooms was code for "room where married people shag other married people... but seldom their own spouse..." ;')
***** so are they going to refurbish the place to make it look like it used to look like back in the day or will they let it rot and look like an eyesore pretending it's something special just because it's listed.
+z00h You may believe they are the only two possibilities but they couldn't leave it . if it is listed that means the building needs to stay and is not to be pulled down, it does not have to be like this for a random reason as it is a decision. So if it began to rot regardless of the likelihood of that happening they would do something to fix it and prevent it from happening because it is listed . The fact that the building may not look appealing is your personal opinion, that is as far as you can prove yourself , and there is no doubt .
