You forgot to mention in #6 that it's actually the healer's job to pop the chests for the rest of the group. Preferably before the fight is over. #healingaccordingtocat
You're not wrong on res-responsibilities, as far as conventional wisdom goes. However, I disagree with the conventional wisdom. I spend a ton of time healing on my Templar, and I find it is easy enough to drop enough HOTs (Heal Over Time) to be able to take care of the res-ing. Furthermore, the four reasons I like to do the res' (as the healer) are: [1] Templars res players faster, [2] I have the CP slot-able that Res' faster-still (which a good healer has!), [3] DPS can stay focused on DPS-ing, & [4] If I know pretty much when they'll get up, I can time my Shards to drop on them just as they do, allowing them to get some much needed resources back. It takes ~3 sec to res someone on a Templar healer. If the DPS try to do it, it takes way longer.
Templars are cray with that rezing passive, and a templar with rez CP is just silly! I do feel like a templar in any role is an exception for rezing, so when I have to make a general breakdown I have to think of every class in ESO templar is just one of 7 therefore not enough of a variable as to rewrite a whole general rule of thumb. And like I said it is a preference! Not hard and fast rule! If you have a healer that doesn't pay attention to rezing dps then that is not good either! And so on and so on with specific situations where the situation calls for different needs!
