I had this problem too, with IPhone you have to disconnect the Bluetooth from the CarPlay app, then connect your hotspot, it wont let you connect to the Applecar play app and your hotspot together. Hope this made sense. Basically it automatically connects your iPhone wirelessly via Bluetooth to the CarPlay when it starts up, but i had to disconnect from CarPlay for it to connect to my hotspot
