Nosferatu mechanics in general only suck in cap if your cap is lower than the target ship to the amount of difference or too the max transfer of the module , so general rule is your unlikely to get anything from smaller ships and works best against larger targets or as your cap reduces as the fit has extended cap capacity with a Large Cap Battery its only likely to be effective either below 30% cap or against battleships

In general , Sisi is mirrored off of your tranquility character every once and while. You can buy anything on sisi for 100 isk at market hubs(not the traditional ones found in tranquility). Each constellation I believe is seeded with at least 1 hub. Most people use the hub called M-OEE8 . You can easily get here my typing this command in chat from anywhere “/moveme” and a list of systems will pop up, click where you want to travel to. For fitting ships it’s the same as it is in tranquility, ie; if you want an implant , buy said implant off market for 100 isk( because you’re going to be in a trade hub ) , right click the purchased implant and click plug in. Only difference is in sisi there are no officer modules (the purple ones) for sale on the market, so if you want to use one you’ll need it on your tranquility character and then wait for them to mirror sisi again. If you are for some reason running short on isk in sisi, get into a pricey ship, insure it, self destruct and repeat till you have the desired about of isk. OK, with mandatory subscription game lost the most of it's player-base. Demo version is OK, but it is not the GAME! I have very advanced toon, who is very limited without monthly payments. General idea today - we have toooooo many games to play and have fun. Subscriptions have to die!
