Umm no, Art was clean for awhile before this. He was clean before the band even formed.

Because it was almost always played late in the set during that era, if not dead last. And, unless you're using clicks (which was rare in the 90s), you tend to speed up as a show progresses, especially a band like this. Also: Art didn't mind it being played fast.
