the collectors powers are pretty comparable to bill ciphers, however bill cipher is also incapable of changing the way he is, making him stuck as a chaotic evil. the collector is a chaotic neutral, probably not realising murder is wrong and thinking that pinky promises are the best thing ever and will put his full trust into you if you make a pinky promise (atleast, that was before belos betrayed him.) i hope that when they defeat the collector, they dont just trap him or something like that. i would rather them be able to change the way the collector thinks so that the collector restores the world to the way it was before. i want them to befriend the collector so that he doesnt have to be the villian. and since he was the mindset of a child, you should be able to do that. and like that, the collector is completely seperate from bill cipher. the collector is a chaotic neutral that could probably be molded in a chaotic good or something like that. bill cipher is a chaotic evil and wouldnt change his ways so he will always be a chaotic evil in that way.
