The secondary attack uses a bit of the gauge to briefly move faster. Each step used the gauge while the button is held, which can be done indefinitely until the gauge runs out. The stomping attack works as expected really. All moves cannot be used if there is not enough meter left; it will flash red to indicate this. Holding the button to buffer moves aren’t cancelled by this downtime period however, so you can just hold secondary for example to begin running again always as soon as enough meter is full.
