The movie's apparent skewed sense of era has to do with the fact that the aughts were very much just that: A skewed era. You had a mish mash of 70s, 80s and 90s leftover during that period, especially if you lived in poorer areas, regardless if it was urban or rural. Fun fact: This was actually a point raised during production, with someone wanting clarity on when the movie took place, so they conceived of the intro credits where Napoleon's school ID would show the year. The Dynamites live in a very rural lower middle class area of Idaho with their grandma, whose house would easily be a time capsule of older decades. The entire town would no doubt feel much the same way. And yes, I have been in shitty stores where there were massive piles of crappy scissors for sale. I don't know why it was a thing then, it may still be a thing now. "Time After Time" was far more likely to be played at a high school during the aughts than anything by Nelly. The likelihood of teenagers dry humping at a school dance was next-to-nil; most teenagers don't even dance at school dances. Napoleon grew up in rural Idaho, and Pedro grew up in northern Mexico, both very agrarian areas. It stands to reason they grew up involved in farm work at some point in their lives; we also see Napoleon getting involved in farm work with the chicken farm, so it could be implied they moved onto cattle at some point. Movies don't show everything and stories often leave many things unspoken and implied.

Napoleon Dynamite is not a period piece. Preston, Idaho is just like that. They were absolutely wearing fanny packs and using rollerblades between using dial-up internet sessions in 2004. The fact that this movie isn't set in the 80s/90s is pretty much the entire point of the movie. The movie is about a rural town of poor people that are stuck in the past, but are struggling to change and grow. It's why it works. IRL, the entire town lives like the only store on earth is the DI, and if you don't know what DI is, then you haven't been to Preston. (It's the Mormon Salvation Army, also its in the dang movie you hack frauds)

Ya know, one of the most interesting things about this movie, is that it actually broke Netflix's prediction algorithm. For those that are unaware, Netflix used to use a 5star rating system, one star for hated and 5 stars for loved it. The algorithm would take your ratings from the stuff you watched, and could realistically predict what else you would like to watch, based on what you like versus what others liked who rated things the same as you. Napoleon Dynamite broke the algorithm, because it got almost zero ratings that were in the 2-4 star range. It was either 1star or 5star. Not only that, but it didn't even fit the predictive algorithm, because more often than not, the prediction on who would like it or not was wrong. In fact, this movie (and a couple others like it) broke the predictive algorithm so badly, that Netflix (for a while) was even offering a million dollars to anyone who could improve the predictive algorithm by as little as 10%.
