Those are good theories too! For the reasons in the video, I'm going to go against the grain of the popular current theory and stick with a timeline between City and Knight. Ratcatcher was locked up in Arkham city where he ran a small market selling goods that the rats found in the sewers, which attracted the attention of Penguin and got him trouble. Penguin and his goons maimed him pretty badly causing him to loose his arm and his eye (which may be why we see his mask on the ground with a broken lense and his gloves on the dumpster surrounded by blood and bandages). He lived for a while after the attack and was ultimately killed by the Arkham Knight before the events of that game. I think the standard Batsuit between City and Knight isn't too far of what we see in the teaser image (when you say metal Batsuit, you may be thinking the Arkham Knight as opposed to Batman). I also don't hold too much weight in the Roger Craig Smith retweet because Kevin Conroy's passing limits their voice options for all future installments of the series. BUT you definitely could be right! We will find out more during Summer Games Fest!

It’s going to be a quest 3 exclusive because it’s to graphically advanced I would advise maybe investing in a quest three or getting a cheaper used one instead
