If I remember right, in the Japanese version of "Energon," "Superlink," Downshift is, in fact, called Wheeljack so I do consider my Energon Downshift to be an incarnation of Wheeljack. As for the Italian flag color scheme and the racing markings like "Alitalia," the original Wheeljack was based on a real-life Italian race car and that's why they can't use his original number or those markings on a lot of his modern toys (due to copyright issues).

24:17 to answer your question (why do they keep changing the numbers) the original 84-85 autobots (wheel jack, mirage, and smokescreen) were actually based on very specific real life race cars. Those toys included the actual numbers that were on those vehicles along with very similar sponsorship logos. So in order to avoid legal issues they have to change them.
@@ToySpotlite the numbers on race cars are specific to each driver, putting those exact numbers on a very similar race car could possibly lead to legal issues. (It’s not worth risking it) (I hope it makes more sense now).
Wheeljack was like my 3rd favorite after tracks and hot rod/rodimus for autobots he was the 1 death in the movie I hated especially since it was off screen
