Hi TTT, this is a common mistake. It does not expand. Xenon does a coordinate covalent bond with each oxygen to maintain the octet, which is much more stable than expanding. Additionally, atoms cannot expand past 12 electrons, and double bonds to 4 oxygens would expand to an impossible 16 electrons. I hope that helps! Thanks.
