You will never know the situation if you are just driving and passing by. Walk the CBD, streets and malls like a tourist. Stay for 90 days. Beggars, homeless people and hawkers loitering, some even waiting at KFC to ask customers for scraps. If you are a regular customer, they will get to know and target you. You end up changing directions to avoid them.
