When I repair extension cords, I will usually make 2 lengthwise cuts on opposite sides of the cord to start. Then, instead of trying to cut the outer shielding off with my utility knife, I snip the 2 flaps with wire cutters. That way I can avoid nicking the inner wire shielding.
