As with many solutions to problems there is no single fix, and often no perfect result. However, collective improvement always provides good results. I worked in the tech industry many years (I'm retired now), and saw many things get created than taken advantage of. This is the way of humans, and always has been this way - those that control the knowledge, control the people. There is one universal thing that through out time has always lessoned negative actions by humans . . . . removal of anonymity, or at least making it extremely difficult to be anonymous. Again, not a single solution, but a complement to reducing Internet based intentional, and unintentional miss information. It is possible right now without new inventions to make Internet anonymity much more difficult, and if purposeful work is done by our current, and up coming tech inventors, anonymity could be very difficult.
This is exactly the problem the speaker is making clear. Registered news outlets have rules to abide by, to make sure facts are checked. The unregistered "truth revealing" RU-vid channels don't have those rules. They make money by spreading fake news as the truth, it's not punishable because they are not registered news outlets. You pointing away from registered news to.. I presume.. those RU-vid channels making and spreading claims as truth is actually the problem.
