High. Altitude. Recon. Exfil. armor, wonder what purpose this was meant to serve. the two uses I could think of were either as a sort of escape pod for a high altitude scout plane, or as some sort of personnel fulton device, in lore using the jetpack to ascend to the stratosphere and then rendezvousing with an aircraft of some description.
