The fact that the Enclave has some slick power armor, vertibirds, plasma guns, a fireball launcher (Heavy Incinerator) , and made the best robot companion ever (ED-E), isn't enough to excuse the fact that in-game US government was using its own soldiers as FEV test subjects when there were plenty of Chinese nationals or POWs available for the purpose. This on top of deciding in their infinite wisdom that it was best to rebuild society only after wiping out the "genetically impure" survivors of the nuclear exchange in a second apocalypse that would further shallow the gene pool. To be fair, the other major factions/governments to come out of the western US aren't much better if at all. The Brotherhood shakes people down for having functional toasters and doesn't permit same-sex relationships, the NCR is about as poorly managed as IRL California, and Caesar's Legion...do I need elaborate? Last but certainly not least, the vice dens of New Vegas and New Reno are the infinitely more attractive alternatives to the Legion provided you have the caps to get into Vegas or don't mind living under the thumb of the mafia in Reno.
So I did some character research and senator Armstrong could literally take over the wasteland!! In fallout terms he'd be unstoppable!! Frank horigan MAYBE able to beat him. If senator amrstrong was the president of the enclave I don't think taking over would take to long. Fallout would definitely be different
