There is a Coaster in a Non-Pub in Islington 😉 Apparently, you can help Miller (and earn 2500 Tickets) by helping a John Marsh at St Paul’s Cathedral. (How the hell are we supposed to know that ?) I just knicked a sample of his writing (look for a lever) and used the forger.

Since Miller’s quest didn’t trigger, you can find his writing sample in a hidden set of shelves by the RED COUCH just outside the throne area to the left.

to get Miller to sign go to st Paul's and look for a man named John Marsh

you could have just gone to St Paul’s Cathedral and asked around to start millers' men quest.

Weird why the quest for Miller didn't trigger, I completed it well before ever getting the petition though.

Because he didn't do all the quests at St Paul's. FOLON really is not written like a typical Bethesda game, you can't just jump around like Kotta does and expect everything to trigger. I'm sure you, like me, did the quest while following the natural progression of the game. I don't even remember if he went back to St Paul's after rescuing the frozen ghoul.

Guess you should have made contact with Miller before needing the petition. I have been catching up to you quest wise for the last couple of days and i sure have had a whole lot less quests bugs than you
