A lot of people write off Ulysses double standards and hypocrisy as bad writing, but that's part of his character. He IS a hypocrite (You can even call him out on his hypocrisy when talking him down). He's a patriot at heart with nothing to be patriotic about because of the actions of the player (nuking his home), and the actions of the legion (his tribe's identity was wiped out because of Caesar). He's lost EVERYTHING. It's only natural that he'd be VERY unstable, traumatized, and confused. He hates the legion, because of what they did to the twisted hairs, and yet he also considers them his family because that's all he has now. He hates the courier because of what they did to his home, but he grows to have a sense of intrigue and admiration for the courier because of his/her impact on the wasteland as a single person. On top of that, he gets a lot of hate because of his speech. Keep in mind, he's a tribal. English probably isn't even his native language. How he speaks is probably the best way he can get his point across in a language foreign to him...

Lucius and Antony are also ex-tribals (just like Ulysses because he became a frumentarius himself, as stated by Graham), and yet they talk fine. Listening to Ulysses talk is just painful, I prefer clear direct uninterupted dialogue like the main Legion's leaders'.

I’ve seen quite a few comments on this and I actually can see a little of where Bethesda has tried (and miserably failed) to copy becoming an heir. When you speak to Caesar and you get to learn about his army, he seems far too... patient for someone of his stature towards you, he mocks you for your lack of knowledge yet teaches you anyway, gets very personal towards most of his men when he explains their histories. ( it out of care, just to, again, teach you). If you side with the Legion he mints your face on a coin to be distributed throughout the Empire, in retrospect, he clearly seems to be grooming you to be a potential heir. Everyone else in his court follows him but cares little for his philosophies, but you listen intently. He trusts you with very dangerous missions, and also never takes all of your gear from you. He trusts you with very personal matters like his tumor, and he grows to trust you. If you don’t pay attention to this (like I initially did), you wouldn’t notice this. As far as coins go, who gets their faces printed? A great general like Belisarius or even MacArthur? No. Leaders get minted, he wants you because of your following of his philosophies to take control potentially and to prevent a civil war, and he knows you can at least mostly follow how he wants the Legion to be known as. It’s as if he realized in all his great conquests, all that glory, he never took the time to think on who would replace him. This would explain why he’s so cold to you yet so patient, it’s rushed, he knows he’s getting old, and that someone has to eventually replace him, and you are his best option. Meanwhile in FO4: Well he’s my Dad and I’m just going to blindly trust he accepts my beliefs but I won’t actually teach him about how my faction works, and why we made the decisions we made. Damnit Bethesda

Very good comment. I have had these thoughts myself in regards to the Courier becoming Caesar's heir. BTW, while I'm a fan of Joseph, I prefer a certain Austrian painter.

To further expand on this as well (it’s late but it bugged me I didn’t expand on this point) I think to help prove this point a bit more is how Caesar explains the backstories of each character. Perhaps he was subtly telling the player how to exploit their weaknesses when Caesar dies so you know how to beat them?

​@@praetorian9823 I disagree to an extent; I don't think Caesar wants civil war - it seems to me more likely that he would officially and publically name someone as his successor and all of the other candidates would have to fall in line or be accused of disobedience. As they are all fanatically loyal to Caesar it's unlikely that any would challenge the new Caesar after his death if expressed his will clearly, even if they are ambitious. If he is informing you of his potential successors' weaknesses it's likely only because he's afraid he might die prematurely before he can choose the next Caesar, so he's taking necessary precautions.

Albert Cole I meant that in the sense of if he did die at a bad time. I can obviously agree he doesn’t want a civil war, what I meant by that is that he wants that so should one of them rebel you the player could quickly crush them and avoid potentially undoing his entire empire via a costly and pointless civil war.

Interesting, when I played this DLC my character was an NCR hero, he was much more aggressive and insulting than he sounds here, calling me a coward and such and some of the [NCR] dialogue options could insult the legion and their ideals. It's amazing how different they made the dialogue if you were a legion ally, almost like a different story.

An entirely different story that has never really been shown off. That is why I have done Caesar's Legion playthroughs, because no-one else has ever bothered to explore this part of the game fully and record it.

I love Ulysses as a character, I think he is very unlike other characters we had been presented till then (at least faction leaders). You see, Ulysses character is written more like a companion (he was supposed to be one in the first place). He got his tribe assimilated into the Legion, thus killing their identity (and people), then he worked for them, then, he found a place in which he saw "something greater than the Bull, bigger than the Bear", a place with a future, a place which he wanted to call home. When he thought he could turn that place into a home, he also got that taken away from him. Throughout the DLC's, more specifically Old World Blues, we see that Ulysses is connected to a lot of the characters, and their stories. When we reach the Big Empty, and find a holotape, it is revealed to us that he is searching for "a new flag", and is disappointed in the faction and their superficial ambitions (Bull and Bear), and one of those factions he wanted to meet, is the Brotherhood, to whom he refers as "new flag without new values, same thing as the others". What I'm trying to say here, is that even when we find him in The Divide, he still isn't sure of what the "right path" is, we spend a good part of the DLC's expecting to get a lot of answers from Ulysses, but the truth is that even when he is standing in front of the missiles, when he has the advantage, he still has his mind clouded with doubt, and wants the Courier to help him. He blames the Courier for what happened at The Divide because he doesn't has anyone else to blame, not because he actually has something against the Courier, he makes up excuses, justifications in his head, but in the end he just wants to be proved wrong, to be showed the way.

It makes him a sort of reflection of the Courier himself. The Courier is also trying to find answers in this world, and even if you go in with faction loyalty, there's a solid chance that you haven't fully thrown in with any of the four endgame options yet. Your own character still has the opportunity (assuming you haven't vilified yourself with any of the factions yet) to choose from these paths, just as Ulysses is still unsure of where to go with his path.

Each dlc felt different, honest hearts is a journey to a strange land mysterious, biblical, a journey that concludes with a single choice. Old world blues is a sci fi adventure the explore both t(r benefits and god of science as well as its darkness, it’s a sad tale but tinged with hope, as all the best blues songs are. Dead Money is a tale of sin, greed, pride, lust, envy, wrath, all these emotions drive our characters towards a prize larger the any other a story that explores the darker corners of the mojave and the darker corners of man. Finally Lonesome Road, you’ve faced unparalleled danger and incredible odds before but this time it’s all come down one final showdown between you and your past, all that’s in front of you is a long path, filled with all the danger the wasteland can through at you, beneath a broken sky, and atop a pile of rubble, can you survive this final challenge.

I consider it a crime that so much Legion content had to be cut out. I almost get the feeling the Legion is depicted as cartoonish in certain ways in the game as a means of *nudging* the player into thinking of the Legion as the slightly more villainous faction, where at the very least a curious player does is realize that the Legion has legs and a philosophy to stand on. I can almost imagine some corporate head complaining to Obsidian that there isn't enough of a "clear bad guy" in the game, and that they had to accommodate that.

Possibly. I don't know the specifics of Bethesda's oversight on the project but given how embarrassing their attempts were at presenting moral nuance in Fallout 3, I can certainly imagine them intervening to force Obsidian to cut out Legion content. Bethesda wanted to turn Fallout into Star Wars (perfect heroes vs evil oppressive bad guys) mixed with Minecraft in post apocalyptic America. With Fallout 4 they succeeded.

@@AlbertColeUnleashed That's why I consider Fallout 4 to be the worst Fallout. Imo, F76 isn't even a Fallout game. It's ESO combined with a bunch of other streamlined bs from other games with a carefully done Fallout paintjob. Fallout 4 was an actual attempt at a Fallout game, and it was awful being that it was approached with the worst possible intent in nearly every possible angle of making a Fallout game.

Rural Ascetic I’m pretty sure Chris Avellone one of the writers actually made a statement on this. He said something along the lines of them wanting the Legion to be just a justifiable as the other factions in the sense of them being more powerful and able to protect others. They also originally had Ulysses as a companion who would support the Legion, but he could change his allegiance to the other factions changing the design on his coat. This would’ve been the same as the Courier’s Duster changing design based on the faction reputation. In the base game however the only companion who tolerates or likes the Legion is Raul while NCR has two, it would’ve evened things out. I think however it was all cut due to time constraints or something I can’t remember. I would hope you fact check this using the wiki for Ulysses and stuff.

@@SergeantExtreme I never said the content in New Vegas was edited because of Bethesda's preferences, just that it was POSSIBLE given Bethesda wanted to turn the Fallout series itself into star wars. This is reflected in Fallout 3, 4 and 76, which are the games Bethesda had direct control over. I am well aware of the cut content in New Vegas. Work on your reading comprehension, Mr. "Captain Obvious", or the "Obvious" will continue to elude you.

There's ALOT of dialogue and history for the couriers. You first hear about Ulysses when you talk to Nash in Primm. The Platinum Coin was meant for Ulysses see, but he insisted the LW should carry it instead. I think this is when Ulysses had his psychological break, he realized that couriers are the most dangerous men in the wasteland. The road the LW walked from the West to the Mojave you carried a package, much like the platinum chip. In this package, unknown to the LW was a detonator and the town you delivered the detonator for was Ulysses home. The detonator cut the supply line for that town and it died along with Ulysses's remorse and hope

Part of what people dont realize is Ulysses was a Tribal, of the Twisted Hairs. English is not his first language. He pauses a lot, places emphasis on certain words or phrases, because he’s trying to translate his thoughts in a way you can understand them. He even corrects himself when you question or quote him on certain things, the exact meaning is different, he’s just using the closest translation he can think of. He’s smart, so he uses *a lot* of metaphors, mainly because his own words might fail to mean anything to us.

When Ulysses said "like the rest of our brothers" made me smile. Because through the Legion my Courier and Ulysses are brothers. He even said that he considers all Legionnaires his brothers even as misguided as they are like my Courier.

I remember doing my Legion play through and being really surprised at how much extra dialogue it got you with Ulysses, it felt almost like a small way of making up for how little Legion content there was in the base game, or perhaps it was a holdover from when Ulysses was intended as a Legion sympathetic companion. Either way, it adds another fascinating layer to the relationship between the Courier and Ulysses, the conflict of a Legion expatriate and a newfound true believer on top of their own complicated personal history.

A lot of people are saying his line are cringe and forced, but I actually like it. This is a man who's been torn and traumatized throughout his life, a whole life broken apart and put back together, and repeated over and over. That translates to the nartative and character design. A man dwelling in a place where it once was blooming with life and civilization, but was torn a apart by the bombs, was tried to be fixed by the ones who survived the catastrophe but was wiped out again by the same foolishness and selfishness that caused the first war. Now, the same thing, a place inhabited by ghosts of the ones that survived the second calamity but here comes a courier curious of what the land holds and another courier that can't let go of his hate (or something else similar than hate) for what he lost and gained, and lost again. Also, a guy who talks in seemingly incoherent and broken speech patterns but each word actually has weight if you study his history well, reflecting the broken history of the environment with the broken way of his story telling. As much as a lot of people hate on the dlc and Ulysses, I loved the story in this dlc. And that ending, mannnnn. You either lose a fragment of who you are by losing a friend, or sacrifice two blooming but inevitably doomed civilizations to cling on to what you have right now.

That's weird. When I avoided quests with the NCR and helped the Legion, Ulysses was still acting as if I'd be the helper of NCR.

It is calculated based off of your reputation. Make sure that your legion reputation is higher than your NCR reputation. If that's not enough go and kill some NCR troopers to drop your reputation to vilified.

One of the best characters in the series disappointing fallout 4 didnt have the same feel as NV did there won't ever be another fallout game as good as this game Lonesome Road blows 4 and all its dlcs out of the water

Seriosly? The only good thing about this dlc is dialogs with Ulysses, the rest is basicaly a corridor to shoot througt it's even worse than Ancorage in F3. Far harbor in F4 was much better in terms of content.

@@naughtynoo-noo2818 i played fallout 4 before i played new Vegas and i loved fallout 4. But after playing new Vegas, it just wasn't the same. Fallout 4 doesn't have the same atmosphere or depth. The dialogue is just another world.

Once you complete the DLC and if you side with Ulysses you start to feel bad because all he wanted was hope. Hope in a new country, something like he states, “bigger than the old world itself”. He lost everything and he starts to realize the power one man can make, but that is also the answer. One man can make or break a nation. If you do side with him he trust you can help the Mojave and build something greater than the Bear and the Bull.

I find it scary that for the most part, Ulysses is far more passive to you in legion playthrough but when he speaks angrily it's far more rage then in any other playthrough.

Everyone in the Legion except Caesar is a slave. I don't know why people get so hung up on the fact that women are treated roughly, literally everyone is treated roughly under Caesar. People are very psychologically weak.

@@AlbertColeUnleashed That is the Military branch of the Legion, the only one we are allowed to see in game. Legion Citizens lives back in stable legion territory is supposedly very different for both the men and women. We see in game the warfronts front line with enslaved captives from the war, and for a 90% of the game only the base and lowly recently inducted former tribal legionaries. Few opportunities are given in game but for a perhaps more appropriate view into Legion citizenry would be looking at the named Centurions you can meet and the upper command such as Lucious, Vulpes, Even Lanius. Certainly not folk you might call 'good' people but do they strike you as uneducated, uncivilized, tribals? Assholes certainly but with a purpose and reason driving them not individuals beaten into submission. I really wish the game had the planned for six more months of dev time so we could have been given the planned chance to see some of Legion lands and get a rounded sense of the reality of the Faction. As is all we get to see is the war machine and hear little scraps about the peace and safety of Legion territory from the odd npc idle dialogue.

Caesar's Legion, at least in what we see in New Vegas, treats all women as breeding chattel. Romantic attachment appears to be non-existent in the Legion, and how children are raised by their mothers, if at all, is unknown. For almost all peoples, the family is the bedrock of civilization. It is almost too terrible to imagine a civilization that does not allow such a thing. Rome in particular heavily valued families, and a degree of personal freedom. And as much as Caesar stresses the virtue of his Legion, I always got the impression that the majority of his soldiers were mere sadists, people of low cunning and morals, kept in line only by strength. Perhaps it exists, but I saw little brotherhood in the Legion, only obedience to Caesar. Ironically, I saw much brotherhood and virtue among rangers and soldiers of the NCR. There were traitors, smugglers, and weak men among them, true. But the majority were honorable men, devoted and loyal. I couldn't help shake the feeling that these should be Caesar's legionaires, not the men he has under banner now. Caesar no doubt hopes that once he takes New Vegas, he will be able to civilize the tribes under him, and install a modicum of personal virtue into them. I have my doubts though. He has tolerated a cutthroat culture with little personal morality for some time. It is difficult to unwind an already established culture.

@@kano101435 Yep, it clear that Caesar considers civilizing Vegas and the Legion the next Rubicon to cross, that why he grooms the Courier to take his place. From that perspective, there's a lot to recommend towards choosing a Legion ending. Only in it and a Yes Man ending is the Courier given broad reign to forge the destiny of Vegas after the war. Caesar's Legion is also the most "forward-thinking" faction in Vegas, i.e. unconstrained by American mores and values. The NCR is mimicking a government that was rickety in peacetime, let alone in a post-collapse society. Mr. House is still an eccentric billionaire at heart, who thinks that technology, wealth, and physical pleasures are all that's needed for a society. Only Caesar seems to really grasp the religious need in humanity, the desire to be a part of something greater. But as fallible as the NCR or House might be, they will still leave numerous factions behind them. One can imagine new states rising from the ashes of the NCR or Mr. House's city-state. The Legion makes a desert and calls it peace. One can't even imagine something new rising from the ashes of the Legion, there simply will be no independent factions or ideas left. Either the Legion will prosper, or man shall be thrust into the bowels of pre-history.

I think being a person who plays Caesar like 50% of my playthroughs (with it going house, NCR and then yesman from there) is why i love LR more then alotta people. Ulysess is still a cock but hes cordial and isnt trying to force you to justify yourself restrictively because even though hes disillusioned he himself knows the justifications for belief and holds no base resentment besides the divide nuke fiasco. Hes speaking to you more equal-ly, he sees you as a strange optimist not as a assholian cockmunch.

The Legion is very interesting but not many players play them since they have such a horrible introduction to most players so unless your intentionally doing an evil playthrough its hard to stay kn the Legion's good side. I've been struggling trying to keep them neutral at best in my recent playthrough. Kinda wish they did a different introduction to the Legion, because Nipton's introduction really paints a different picture of the Legion than what Caesar views and tells you from his perspective. Yes they are still relatively bad, but they are at least a realistic and complex bad. Rather than evil for the sake of evil.

I'm not sure - I believe that might happen if you have your reputation on the strip in New Vegas as the highest of any faction above the NCR or the Legion, but I'm not sure if there is extensive special dialogue for that combination in particular.

@@AlbertColeUnleashed if your reputation with NCR and Legion are below "idolized" and you have the Strip itself as such, Ulysses will refer to you as someone blinded by the lights of Vegas. Meanwhile, if you have a negative reputation or neutral with everyone, he will refer to you as someone who believes in nothing, at first he asks you if you came here out of curiosity for the message you had gotten out genuine wish to come to the Divide, regardless, he talks to you as someone who believes in nothing.

@@combinecommando001 If you follow Mr House's questline, Courier will also claim Strip is the safest place on the wasteland and Mr House is the best hope for long-term survival and development of human race when he talks with Ulysses. Ulysses will refer to Courier as one who takes comfort behind Vegas' walls, alongside with referrals such as you mentioned "blinded by the lights of Vegas.". Ulysses does not have many opinions on Mr House because although he was the first Frumentarii who reported to Caesar about the Dam's and Vegas' presence, he's never been to the Strip and like everyone else, no one but the Courier has met with Mr House. He believes Mr House is diseased and carries the Old World with him, thus, making Ulysses unable to believe the hope of the nation Mr House tries to create. His opinions about technology and Mr House mainly come from his travels in Big MT, where we can listen to the sound tapes he cast aside in the Divide and Big MT. As someone who saw the technological advancements and experiments conducted by Pre-War government scientists at Big MT, I don't blame his fear for technology.

Even he knows that it is and mentions "As if technology holds all of the answers, dead ends, like the Brotherhood". Man i love you for this. As a faction I love the idea of the Legion, structured, firm, based on a pre-war empire that lasted centuries (though heavily tweaked both to fit the nature of a post nuclear wasteland and Casear's own ideals), uncompromising in their ideals and with a very educated but at the same time "street smart" so to speak, person leading it. Just from a humanitarian stand point i utterly loathe them and have only done 1 legion playthrough before the DLCs dropped just to have completed all 4 playthroughs. Intense slavery, brutal dictatorship with 0 acceptance for even the smallest of infractions, little to no acceptance of any technology even the ones that genuinely benefit humanity, and intentionally keeps it populace uneducated/indoctrinated so they cannot think for themselves and riot, like, its utterly disgusting and horrific, but damned is it effective for a post nuclear world.

You're right on most points except technology. Yes, they use high tech, but there are two reasons why you don't see much of it in the game: 1.) Accessibility - the Legion has spent the first 30 years of its life conquering tribes of the East, these tribes have no technology to speak of, so the Legion didn't either. 2.) Ideology - Caesar says "If mankind's going to survive this moment in history, it needs warriors, not gadgets" - he thinks that if high tech completely replaces his army, like if he used Mr. House's robots to defeat the NCR, the Legion will lose its moral strength and its willingness to sacrifice. So, his problem isn't high tech, but when high tech acts as a complete replacement for human beings, which can weaken mankind. The best evidence for the Legion using high tech is the quest "Birds of a Feather" - the Legion buys a huge shipment of energy weapons from the Van Graffs, clearly showing they are becoming more receptive to these forms of technology. The Praetorian guard are armed with ballistic fists, which consists of a wrist-mounted shotgun with a pressure plate worn over the knuckles. The impact of the plate triggers the firing mechanism when a punch connects with the target. This is serious technology. High ranking Legion soldiers are armed with anti material rifles. Often, the Legion's technology is SUPERIOR to the NCR's, despite the fact that they have so little accessibility, Also, Caesar says he "bestows the use" of the Auto Doc on people within the Legion that he favors. Clearly he's not opposed to using medical technology, however they only have one. If there's one misperception I wish I could correct in this game it would be this. Every other day someone tells me the Legion doesn't use guns, when the Legion is proportionately better armed than the NCR.

@@AlbertColeUnleashed while i will concede that the only legion forces we see in New Vegas are primarily scouting and frontline forces (thus the least advanced in terms of equipment and not having a permanent home/base with which to put technology into). You're also right on the side of Caesar thinking they would lose their willingness to sacrifice if robots can be sent in their sted as thats human nature. However, when it comes to the quest Bird's of a Feather they're not buying those weapona for themselves, they're buying those weapons to arm the fiends to harm the NCR further. After completing that quest the number of energy weapons among fiends rises sharply while the legion's range weaponry remains the same, mostly spears for base troops, with more advanced firearms like Marksman carbines, Magnums, and hunting shotguns for hit squads and occasionally a veteran soldier will have a firearm. But absolutely no energy weapons of any sort unless scavenged in battle with the player or another faction. As for the praetorian guard, while their ballistic fists are indeed advanced technology, it still rellies heavily on personal skill at unarmed combat against armed opponents rather than the technology itself. As Lucius points out when asked about them the Praetorian are trained first to fight bare handed as technology inevitably fails, then they are granted the ballistic fist to further their already formidable skills. For the auto-doc Caesar is going to act like any ruler in his position in that regard. Those he sees as a benefit to his rule will be granted use of it in order to further secure their allegiance. Yet the rest of the legion outside out the elite officers remainsl largely ignorant of medical technology as Caesar states himself, even being largely ignorant of medicines more advanced than basic tribal powders for the war forces. Again, i will concede this is a military war host we are witnessing in New Vegas, not a long established legion city. It is very possible they could have working electricity and clean water, that i will not argue as Caesar is a brilliant man in terms of planning and would account for the usefulness of such things to keep the legion firmly in his grip. However their warhost is without almost any advanced technology, not even basic fireamrs with the exception of certain elite elements like hit squads, frumentarii and speculators. In terms of basic equipment yes, the NCR is vastly superior to the legion. Every single NCR soldier from the lowest ranking private to the highest field officer is equipped with a long firearm, body armor, and sometimes grenades. Compared to the standard legionary, even on through the ranks to veteran legionaries, they have some very basic body armor, a machete and some throwing spears. Centurions on the other hand often come equipped with significantly suprerior armor to NCRs forces save for Elite Rangers, and super sledgehammers. The Centurion being a commanding officer and a rough equivalent to an NCR Elite Ranger (in terms of importance, not role), has gear that outmatches the NCR forces yes. Because they're that important. Because they've seen that much combat and have put it together themselves. You're standard legionary, even through to veterans and Decanus are poorly equipped and expected to die enmass.

@@TheCrypto34 I agree with much of what you said there, the only exception is the battle for Hoover Dam, where basically all of the Legionaries present regardless of rank are equipped with guns, such as hunting rifles, sniper rifles, hunting shotguns, 12.7 mm pistols and anti material rifles. The only time you see Legionaries armed with melee weapons there it is fire axes, chainsaws or thermic lances, which are designed to cut through armor. The war host may not appear as heavily armed as they are because they are saving their weapons for the battle that actually matters. The rest of the Legionary forces in the areas are mostly just raiding parties and skirmishers, not intended for large scale battles.

It's the recruits you see with machetes and throwing spears. @@AlbertColeUnleashed you're correct about hoover dam, but as you said its because they were saving their firepower for that battle. Meaning in turn, they don't have much firepower to start with when compared to the NCR. As you said before the legion is built on tribal conquers, most of whom likely had very limitied technology thus making any technology acquired very precious and very finite. Thus the bulk of the legion is going to be poorly equipped when compared to the bulk of NCR forces. However, because of this under equipping, a legionary costs significantly less to field than an NCR trooper. If a legionary dies (outside of the hoover dam battle) the Legion loses 1 relatively easily man, some poor body armor and an easily replaceable melee weapon. If an NCR trooper dies the NCR loses the materials to make their arms and armor, the cost in caps to make it, the trooper themself, their equipment and the time it took to train them. While the average NCR soldider is vastly better equipped than the average Legionary, the NCR can be more easily bled dry by costs. Colonel Hsu says as much. Vegas and the legion are bleeding them dry, they're throwing troops at all their problems and losing them, which costs alot. The Legions poor overall equipment is for three main reasons. 1: they do genuinely have a very limited amount of firearms and such, thus making any losses of it a tremendous blow. So they will avoid this at all costs. 2: it will trick the enemies of the legion to believe they are entirely without advanced equipment. 3: they need that equipment for key decisive battles like hoover dam in order to bridge the gap in technological superiority between the legion and in this case NCR. So they're not going to waste it. So while the average legionary is generally under equipped, its a cost saving strategy, a psychological warefare strategy and a key tactic in decisive battles to then field what equipment they have to both shock the enemy by revealing they have formidable firepower to bring to bare and to overwhelm said enemy with numbers and firepower.

Interestingly, while the Legion might be able to actually defeat NCR in a straight battle without Courier intervention (as a lot of people think) Ulysses line “when the Legion reaches the sea, it will turn on itself and die” renders that point moot. Even if the Legion manages to beat back the NCR and take Hoover Dam and maybe even New Vegas, without Caesar, (who will assuredly die because of his unfixed brain tumor) it’s essentially bleeding already. Caesar is the only one of the Legion who can actually lead it into the future, he’s the only one strong and charismatic enough, not to mention a visionary with how he wants to create a synthesis of both Legion and NCR cultures. Lanius, Vulpes, they might have one or two leadership traits from what I understand, but they’re no Caesar, they’ll stop the Legion in its tracks when they fight over control of who succeeds him, and drown it when they try to expand further.

I'm still shocked people love Ulysses as much as they do. NV had some amazing writing but half of Ulysses' appeal comes solely from the sound of his voice, I swear. Actually listening to the content, he sounds like a college student who just took his first two philosophy course. He speaks in nothing but half baked metaphors and poor visual language, like he's trying to convince you, the player, he's as smart as he thinks he is. He feels like the kind of character someone writes when a writer has to make a character smarter than themselves and has no idea how to do that.

Albert Cole To me Ulysses also spent a lot of time walking the wastes, rather than being with the rest of the legion. It seems very possible he wasn’t exposed to English as much, meaning he didn’t get as much of a comprehension. He says invisible fires referring to radiation I the video, which likely was a literal translation of his tribe’s phrase for it

I think his hipocracy in terms of which actions he justifies and demonizes is an intentional one though. he clearly admires the legion on some level. he just thinks they will fail. It might have something to do with his inner conflict about what happened to his own tribe, and the journey through the legion he went on afterwards.
