The turrets in Fallout 4 shoot several bullets at once. But the probability of a successful shot is calculated only once for every round, so if the turrets miss one round then all bullets miss the target. Whether it misses or not depends on the "luck" parameter of a character. With luck 10 i was able to walk in front of these turrets and they never hit my character.
