The blown up gopher was a parody of the movie "Caddyshack"... Peter was dressed like Bill Murray's character the grounds keeper.

@chrisd4228 You should watch the whole sheep-shearing sketch, it gets way funnier. That's actually not from Family Guy but from "Seth MacFarlane's Cavalcade of Cartoon Comedy" - a series of animated sketches MacFarlane did for RU-vid.
