Jenny has run the estate since she was 10 when her mother died. She has a much better understanding than Jaime does.

The author of the books has stated the Randall is an equal opportunistic sexual sadist (ie neither gay nor straight) it just happens that being a Captain in the army meant he had more access to men then women for his power plays.😣

I just came here to say this. This is exactly it. It's about complete power and control. Inflicting physical, emotional and psychological pain turns him on. It doesn't make any difference to him...man, woman, child...it's all the same.
