I FINALLY FOUND A SOLUTION!
I'll walk you through the straightforward adjustments I implemented to avoid unwanted FPS drops. :)
Hardware Details:
Gaming Laptop - Asus Tuf Gaming A15
RTX 3050TI
16 GB DDR5 RAM
2 TB SSD Crucial P5 +
Recorded using OBS Studio

I have 2 different laptops with 3070's and i can rub cyberpunk at 150+ fps with Ray tracing, this issue is in the engine itself and the problem may exist depending on the system. Unfortunately, this is not a fix, but just a setting that worked for this person's laptop.

Im set texture filtering on low and it work flawlessly i played 3hrs without any drop even i spam open map

just bought the game, and im having this problem right now... hope this one will fix it.... btw did the problem/ fps drop disappear?

Yes, only set it to High settings, default it will make no problem / lessen the chance of having fps drops.

Just set all the settings to HIGH

@@MicroWizard I fix that, i think I had to activate the fsr in quality in my case
