thx! you're actually not to far off, this layer is actually ruled by a insane corrupt sans (B&W sans specifically) who believes very strongly in fascism. he's also going to be the boss you fight on this layer
i can imagine this theme playing in an undertale inspired indie game where you're on your way to defeat the final boss of a corrupt country that you live in.
