The final points about the customer (as you say citizen creators) - this is the basics of marketing a product in other words training products - always target the customer needs and wants. Always simplify the content (that is the crux of being an educator) and isnt that the point - the customer should love the training approach and business reality is that organisations must create the space to adapt to the time this will take up in organisations - the creators would then need training themselves. Employees will slso have to be compensated for extra work (product for internal employees) - so if the orgnanisation has external customers that will be the priority unless there is a very strong learning culture. The employees have to be motivated by incentives. Business processes in the organisation would have to write a Standard Operating Procedure for quality assurance approach. It needs to be robust and part of the written procedural handbook and monitored. Training is supposed to be piloted first normally for imapct, retention and so on.

Presenters also have to be trained in presentation skills. It is a shame that Learning Technologies did not use a Banner behind each trainer on the series. Very distractiing backgrounds from different presenters and doesnt look very professional in terms of slick presentation backgrounds to a connected series of talks.. Other than that interesting content but resources in organisations mean that they may not allocate time for research and development into training creation. The quality of content really must be assessed before release to employees. I totally agree with you about how one or two people in L&D could possibily understand ALL facets of a large business. The expectation was and has been far too unrealistic and should always have been the enabler. Research and tech organisations are much more likely to use citizen developers (experts SMEs). This is simple terminology differential.
