Stl isn't apartments like o block is. The only reason why stl dried out is because it wasn't section 8. O block will always have young people growing up in there because it's affordable living. The rent can easily be increased in the houses on stl making it hard for low income people to afford living there. I can easily see o block getting tore down before stl.
