Not only because of that. Köln has a big fan scene. When they played in the second league they had every match in Köln ~45.000 visitors-many games sold out. And in the Bundesliga they travel with minimum. 5000 fans to their away games

The English Police don't let English fans of any team march in numbers through London or in any city in England like that, they normally break them up into small groups, the only place you would see that is directly outside the grounds in England, if that was English supporters they would have the Riot squad and the mounted riot police breaking all that up even if they were behaving, obviously they wouldn't do that for the foreign fans though it would look bad on them if they did that, that's why there's only about 4 or 5 police officers present, in some European Countries like Holland etc etc their police also do the same they let foreign fans just get on with it,
