I agree that this could scare bombers away or at least put them under extreme stress and mess up their performance. Plenty of people say this is creepy. I like the sound, but it would be psychological torture to plenty.
To hear it. His voice sounds like a Text to Speech program voice that The Emergency Alert System currently uses (NOAA Weather Radio does too but the App just has Siri's voice on Iphone. Infact NOAA Weather Radio is linked to National Weather Services' EAS decoder or Civil Authorites' Decoder or even the president's EAS Emergency Action Notification decoder)
It's actually a variation of the AT&T Mike Voice. The NWS used this voice in the CRS, and it was named "Craig". They kept that voice in place from 2002 to 2004 until "Tom" replaced it, along with a newer version of "Donna".
Actually, they use different modes for different things. The town of Manasquan uses Alternate Wail as their "OEM siren" that can be activated and different things can be said ..eg hurricane warning, severve flooding, etc. The same sirens are used for FD / EMS in "wail mode". Since Hurricane Sandy these sirens (there are a few in the town) have gotten upgraded to have solar panels on them.
Actually the sound card or might be off. This could be because of the sound card or just that signal on their devices. Alternative wail doesn't skip on a wind up.
Well I still fail to see why they decided to use that siren, it sounds creepy and honestly I heard that I would have just loaded a shotgun instead of evaluating.
It was kind if freeky hearing that for hurricane Irene. Every thing was dead quiet when it stoped and every one was like, OK NOW WHAT. Like it was going to hit then and there.

If u put it at 0.25 speed it sounds like the siren incident that happened a number of years ago in Chicago where the sirens sounded very off and low pitched and slow u can find it on a video called listening to the most creepy (or) scary sounds

Alternate Wail came from the Sirens that can do Hi lo Then later this kind of Alternate wail (As well as the wail that many Electronic sirens uses) came out.
