I'm sorry but we are a FEDERAL Government. You need to quite using National Government. We are a Federation of States with a FEDERAL Government. National Government has a high archy , Government is at the top, so whatever it says, whatever it means that's what happens because their in control. The Founding Fathers created a Federal Government which is based on authorities & the Constitution is based on a proper distribution of power.
