You need to upgrade Sakura's Unleashed Evocation ability with master crowns. One crown makes it enemy-side only with a 35% imperil. 4 crowns makes it a 50% imperil.

Yeah, once you're below 50% HP the boss has Might Guard up with full up-time so you either have to kill the boss from above 50% HP in one burst, or do two bursts back to back where the first pushes the 50% threshold and the second kills the boss. Pushing the threshold will make the boss do a single cast of Meteor and nothing else, giving you one last chance to kill it before Might Guard goes up. Another way around this is to bring Kaito who can roll back the DEF/SPR buffs and allow you a few more turns to get it done that way.
