The welfare will be given after you go through some point in oc3, because apparently this summer event is link to the oc3 which will come out overlapping the summer event. From what was announced, nasu have cooked a 3 course meal(3 chapters like 2.6) for the mooncancer oc and it even wasn't planned in the beginning because the oc3 that was announced have been renamed to oc4.
