You only pay supplies for extra bpp's. You get a certain number for free per battle based on your forces and your supply reserves

Yes definitely. Or if you prefer the ancient times: Field Commander Alexander. If you like the system then move onto Field Commander Napoleon. As that one has a lot more depth and options than Alex or Rommel.
