Even though Filbert is going crazy while on a sugar rush, that penny lady is the more insane one. Who gives out pennies on Halloween?! Or gives out pennies period?!
Back in my candy-hunting days (1980's), the school superintendent lived across from my house. He gave out 30 cents in nickels. Now, we ALSO had a pharmacy in my town where we could get small boxes of candy for 10 to 30 cents each. So, really, he was letting us pick our candy. We also had a dentist that gave out toothbrushes, as you might expect, but he ALSO gave out "candy faces" (candy lips, candy eyes, that sort of thing). **Sigh** Good times.
if you look for "Gordon Ramsey Halloween candy" here on youtube, he looks at the "5 worst Halloween treats" in the US, in the show of Jimmy Kimmel. And they showed that one of those treats that people give out in Halloween was pennies LOL.

what i find kind of weird is that theyre all going out for halloween but theyre as old as the townspeople. its like you either dress up or you hand out candy, no age required lol
Heffer was initially supposed to be the scout master that Lumpus tool the job from however, (due to copyright reasons), they changed his appearance and gave him no name in the episode but it's clear that character was indeed Heffer.
