Like i said in another comment, those are puerto ricans tax dollars, what sucks is puerto ricans that leave the island never wanna move back they make they lives in the states but if they was too send money back build homes and business they would build better things, just like mexico people make money here and send mostly all they make back to mexico to make they houses business and too make they hometowns better some do it after they make x amount of money some do it just in case they get deported
