It's a set of standard small wheels on a 2x6 plate with a 2x1 on the top center outside edge in between the 2 wheel pieces and one side of a 2x2 hinge on the other edge which then attaches to the underside of the truck

Hey, I would be happy to do a video on it once I remember how I did it since it's been a few years. I may even make it public so others can benefit from it too. Is it just the arm you want to get working or do you want the packer to work as well?
It's fairly straight forward if you know what you are doing. You will need to take the body off of the chassis to access the packer. Once you are at that carefully pry the packer off then line it up when reassembling the truck. it may help to put a tab made of tape to make it easy to use.
I started with a basic design then added the ramp like tile pieces to make the rounded shape. The arm is a customized Technique brick which I drilled most of the center of it out
