Yo! I have heard this song so many times but I never thought about the words in it. I never knew the meaning of 1516 until you brought up Cuauhtémoc and the time period the Aztics existed. I don't know how I listened to this song so much without realizing who the people of the Sun were, haha. Only Rage Against the Machine will throw out history lessons decades later!
Evil Empire is my favourite RATM album, it is arguably their most expressly political. I can fill in some of the context here; this song is essentially in praise of the guerilla army known as the EZLN, or the Zapatistas, after Emiliano Zapata. The set behind the band is their flag - the black flag of Anarchism surmounted by a red star for Communism. The People of the Sun are the Aztecs, and they believed in a cycle of ages. So what he is saying here, or expressing a hope for, is that history will turn, that the Zapatistas will liberate Mexico from what is, still, a colonial authority, a colonial way of living. Incidentally, as an aside, Tupac Shakur was named after Tupac Amaru, the Incan resistance leader, by his mother Assata Shakur, who was herself a Communist and a revolutionary. Of all the songs on Evil Empire, I think 'Without A Face' is the most affecting. I think that deserves a good careful listen, although I'm also fond of 'The Wind Below'.
