The cylinders and crank are like that so the engine can start itself from any position. It is indeed very interesting and makes for the cool sound that most steam locomotives make
For those who may not know. The pistons are double acting, which means they push and pull. So two cylinder designs will have 90 degree offsets on the crank, so the push/pulls are balanced. 0°, left cylinder pulls. 90°, right pull. 180°, left push. 270°, right push. That also means you get four "chuffs" per crank revolution as each cylinder exhaust valve opens and releases the steam up the chimney. And, it also means that no matter what position the crank stopped in, at least one cylinder is in a position to start applying force when steam is applied, so it can always re-start itself (as @dakotaleker2885 said)

Seeing a roller working was my first encounter with steam.The whole process of rolling the hot tarmac combined with the smell of hot oil and smoke of the steam roller was something to experience. I always make a bee line for the rollers at a steam fair.I clearly remember a firm called Bunkems ( spelling) , in Bridgwater Somerset where the forcourt of the business was jammed full of rollers. In the early 1960's they were gradually being sold off at bargain prices. I tried to get a family loan to purchase one. Needless to say that was a non starter! 😢
Yearly inspection and steam test to prove that the safety valves work and that there are two separate methods of supplying water to the boiler. Then a 10-year inspection including thickness tests with all the fittings and tins off to fully check the boiler, followed by a hydraulic test to 150% of maximum pressure.
