When 2Pac said "Who shot me? But your punks didn't finish..." he was referencing the song Biggie dropped called "Who Shot Ya?" which was released after 2Pac was shot 5 times and robbed in the lobby of a recording studio where he was set to meet Biggie at. 2Pac claimed the song was a diss towards him, but Biggie denied, saying the song was recorded before the incident ever happened. If you didn't know Biggie and 2Pac were actually good friends at one point. Back when 2Pac was first getting big he used to let Biggie go up and rap during his shows. After "Who Shot Ya?" dropped while 2Pac was in prison, Biggie turned from a friend to an enemy. Also in "HIT EM UP" 2Pac and the Outlaws diss Biggie, Puffy, all of Bad Boy Records staff, and basically anyone associated with any of them.

Biggie Made the song "Party and Bullshit" which brought him to fame. He went to the West Coast and met 2pac. 2pac liked him and his music and let him stay at his house. Later Biggie went back to New York and 2pac went to pay him a visit. When in New York, 2pac got shot and thought Biggie was responsible. While in recovery Biggie released "Who Shot Ya?" Which Biggie did not mean for it to be about 2pac, but 2pac took it that way. Then a whole west coast east coast War broke out. Later 2pac would be shot in Las Vegas and shortly after that Biggie would be killed too.

That was a diss towards Biggie and the entire Bad Boy Records label (runned by Puffy) but also towards all East Coast rappers who supported Biggie or dissed Tupac and/or the West Coast. Actually Tupac loved East Coast, he was born there and lived in New York for a long time. He only had problem with some rappers from there. Tupac and Biggie were even friends at the beginning, Tupac gave Biggie his first shows and he introduced him in the rap game. The rivalry started between them when Tupac got shot in 94 at the ground floor of the Quad Studio. He was supposed to meet Biggie, Puffy and the whole Bad Boy crew there. Tupac survived to 5 shots but during the same period he was facing a rape charge. So the very next day of the shooting, he had to go to the tribunal and there he was accused of sexual abuse and was directly sent to prison, even if Tupac always claimed his innocence. During his time in prison, Biggie released a song called "Who Shot Ya" and Tupac took it like a diss track and a proof that Biggie knew about the Quad Studio shooting but didn't warn him. Biggie and Puffy denied that it was a diss track against him and said that it has been recorded way before Tupac got shot. After 11 months in prison Tupac was bailed out by Suge Knight (Death Row Records) and he felt that it was time to get back at them and go to war against Biggie, Bad Boy Records and all the people supporting them. Hit Em Up is his best known diss song but he released many other ones like Bomb First and Against All Odds. These are two great diss tracks that some fans even prefer to Hit Em Up but they were in the The 7 Day Theory album that has been released two months after Tupac's death so these tracks didn't really have the same impact as Hit Em Up. After Tupac's death, Biggie released a track called Long Kiss Goodnight. It has been seen as a Tupac diss track but in a cowardly way since he waited for him to be gone to release this track and never had the guts to answer to Hit Em Up when Tupac was alive. I guess you know the rest of the story, Biggie was killed 6 months after Tupac in Los Angeles. No one has ever been suspected in both of these murders and there are (still) a lot of theories and mysteries around their deaths. The other people rapping with 2Pac in Hit Em Up are all part of the Outlawz, a group that Tupac created once he got out of jail. They were all really close to Tupac, either they were relatives or very close friends. The ones rapping after Tupac in this song are in order of apparition Hussein Fatal (who died in 2015), Kadafi (who was killed in 96, two months after Tupac) and EDI Mean. The two other ones dancing are Napoleon and Kastro. There were other people in the group but they don't appear here : Mopreme Shakur, Storm, Big Syke (who died in 2016) and Young Noble. Anyway the people we see in this music video were the ones with whom Tupac made the most songs during the last year of his life. And indeed Tupac's energy was raw and unmatchable, through his voice, through his lyrics, through his style. You can really feel his emotions in his songs, either it's a diss song or an emotional song. PS: Great reaction btw ! And I'll be honest, I wasn't aware myself about all of this because I was too young back then. I learned all of this through the years hearing interviews, songs, reading articles and watching documentaries. Anyway I hope this comment will help you to understand a bit better what was going on back in the days.

Fun Fact bro the people rapping with Yupac was his group The Outlawz, when Tupac died it is said that they rolled Tupac’s ashes in a blunt and smoked it with weed. This is what inspired the smoking *name* in rap nowadays that for example King Von says smoking Tooka which he says a lot. tooka’s gang initially came up with it as a way to commemorate their fallen homie like the Outlawz did but the opps of modern rappers flipped it and say it as a way of disrespect.

2Pac and Biggie were originally pretty close, appreaing on multiple freestyles together. Back when Biggie was on the come up Pac used to let him perform at his shows. Biggie slowly became a big name, and in late 1994, invited Pac to a studio session. Here, Pac was shot 5 times. He survived, but there was extreme suspicions that Biggie had set him up. Around this time, Pac was also dealing with a sexual assault case (which everyone believes to be fake), so there was a lot of stress on him. Pac was locked up in February 1995, and little under a week later, Biggie released Who Shot Ya. The song sounded like a diss towards Pac, but Biggie claimed it was recorded before the shooting took place. Regardless, Pac was released on bail in October 1995 and signed with Death Row Records (artists such as Dr. Dre, Snoop, etc.) Pac starts beefing with a whole lotta rappers from the East side, namely Biggie in songs like Hit Em Up. At the end of the song, you can hear him call out Mobb Deep, a duo from Queens dubbed The Infamous for their dark lyrics. imo, one half of the duo, Prodigy, is like the 90s version of King Von. He had sickle cell anemia, which Pac called out in Hit Em Up. Essentially, Pac beefed the whole East Coast, so rappers like Biggie and Mobb Deep have got tracks in response that you gotta check out, Kick in the Door by Biggie and Drop a Gem On Em by Mobb Deep both go crazy. Also if you can, you should react to Changes by 2Pac and then Wishing For a Hero by Polo G, one after the other in a separate video.
