Snow is Canadian (as am I) and I remember when this song came out. It was a HUGE hit. He grew up in Toronto and those in his neighbourhood were all from the islands (specifically Jamaica) so it's in his blood. The song is about “Informer” basically as an insult against those who he claimed “snitched on” him, which led to him doing an eight-month bid in the maximum-security Toronto East Detention Center. Owing to this, the hook of the track is based on Snow physically threatening the “informer” who got him locked down. He's singing a combination of English and Jamaican Patois (creole).
He lived in the Jamaican projects in Toronto and learned the language from all the Jamaicans who immigrated to there. The tune is about the time he was jailed for attempted murder, but later acquitted, however when this video came out, he was in jail for another unrelated crime, only for about 8 months, then got picked up by a limo after he got released!

I find it hilarious that Jamaica is so close to America and they literally seem worlds apart. But in England it’s like Jamaica has a really big influence as if it’s our close neighbour

Within blocks, I can find almost any nationality of authentic food. I love a good Jamaican patty, Johnnycakes and oxtail stew. Jamaican curries are terrific, too. I love a good curry, Jamaican, Indian or Thai.

He wrote this song when he was locked up in prison in Canada for attempted murder. He was later acquitted and charges dropped he was let out. Great song!
The song actually dropped on TV while he was locked up probably right after he first got in. But he wasn't in for that, he was in for something else at that time (petty crime)? There's more to the story, you got it almost right. Maybe look up the full interview of him on RU-vid, I can't remember the channel but he's given an interview as an older guy telling the whole story? The attempted murder charges were a frame-up against him.

AND you got the 2nd half wrong as well... the lyric IS IN FACT "i licky boom-boom down" ...but "I licky” should probably be written as “I lick he”, which roughly means “I’ll lick him” in the fighting sense of the word, and “boom-boom” refers to gunshots. in case it's still not clicking for you, basically this line in the song is actually a death threat. And not an idle one either, as it was written while he was in jail for attempted murder & very pissed at whoever snitched.
