Implemented your changes, and so far so good! I can't wait for a project to put the changes to the ultimate test. Photoshop was incredibly laggy and unusable. I thought it was my computer or Win11 because I never had these performance issues before on Win10.

Do what is instructed in the video. And Adobe seems to have a 2023 update that made the performance a lot better for Premiere and Photoshop.

For me none of these proposed "fixes" has worked. The only one that works is: open Windows Task Manager, under "Details" panel find Photoshop.exe, right click and set "Priority" to High. This way photoshop become really fast, but it seems to make the other softwares you use at same time slightly worse, it appears that the photoshop.exe process is not being handled in good way, this was present in Windows 10 in a minor way, but on Windows 11 has become a serious problem

Oh my, I got a new computer and was searching for an answer so long, tried all kinds of stuff and this finally helped. This issue is absurd, thanks for writing this comment!
